BUF4, 8, 16 are general purpose, non-inverting buffers.
In CPLD architecture, BUF4, BUF8, and BUF16 are usually removed, unless you inhibit optimization by applying the OPT=OFF attribute to the BUF4, BUF8, or BUF16 symbol or by using the LOGIC_OPT=OFF global attribute.
